Its preliminary design was created by Eng. Stanisław Wigura and Eng. J. Drzewiecki as part of the LOPP competition in 1931. Production took place at Doświadczalne Warsztaty Lotnicze and at Podlaska Wytwórnia Samolotów (PWS) in the military RWD-8 PWS version.
